Get a pair of heel stoppers. These are usually made out of hard plastic specifically shaped to fit the heel of your shoe. Splash on a coating of water repellant. Usually the more effective color is transparent. You don’t want to have your heels looking like they had a new paint job. Water repellants make your high heels waterproof. Given that they don’t repel water right out of the box, you need to make sure that they do.
